It's called copyright and they require approval to add them and because it takes too long and because it's not a priority to Viz for them to approve avatars, we can't add them. That's the problem with this site being owned by a coporation. If this was just another anime/manga forum run by fans, then we would have no issue but we're not a forum run by fans, but a forum run by the licensor. No matter how hard people try to request naruto avatars here, the answer will always be "No".
