Erm, I doubt that Naruto even has to apologize to Sakura for choosing Hinata.
Sakura always was "Sasuke-kun"-bound, so even if she stopped being obsessed with him, she won't suddenly switch to Naruto all of a sudden.
As for NaruHina, Naruto always was nice to Hinata as a friend, he cheered her up ever since.
And they're still TEENS, so the "love" part isn't that much different from strong friendship.
And I real-life'ly think that true love actually IS like a strong mental bond, nothing to do with LUST.
Real love is made of mutual understanding and striving for mutual or common goals in life.
Admiration is a good fuel for it.
Thus, Naruto would be easier to "fall in love" with Hinata, cause they share a lot of similarities life-wise and goal-wise.
Sakura... not really.

Well, Sakura was fairly..useless (for a lack of a better term) through out the original series. She was more concerned about Sasuke then really doing anything too useful. Hinata was painfully shy, but even she had a filler episode where she tried to help Naruto with his search for Sasuke. (The bug episode) I would say Hinata was the better character, I also have to say she is better for Naruto.
