Pretty sure Noctis wouldin't move on to the third round at all if we are taking things seriously this time since he was asking for votes.

Still its not like anyone can't do that on other forums/or chat sites so don't get the point of that rule

As Jak said, IWD would pretty much automatically win since its just so much easier to prove you deserve it compared to every other candidate.
