Schizo neighbor

Ok I live in a ghetto since my family is poor. last year in summer woman and a child were killed in a drive by as they drove into the parking lot. i thought it was fireworks as it was still july but it was actually gun shots. anyway just want you to understand my environment:

So my neighbor has a autistic child and her husband beats her and she is mentally unstable. it all started with her waking up at 3 to 5 in morning ranting loudly and endlessly on about people trying to mess with her and take her daughter away from her. then at 5 or 6 her daughter would jump up and start singing super loudly. so people start sending in complaints about her to the manager so then she starts screaming out the door at people and insulting them and she rants all day and never goes to sleep. so mu uncle and sister are the ones affected since i sleep on the other side of the apartment. they have no patience left for her as when they have tried to tell her to stop ranting or quiet her daughter she just rants more or randomly hurl insults about my family out the door. or open the door and stare us down as we go to work and whatnot.

so now she gets angry when i go to vacuum apartment or when i take showers so she vacuums at least 4 times a day including 2 or 3 o'clock in the morning and again at 5. she runs up and down the stairs hurling insults at everyone since she thinks everyone is against her and she throwing baking soap around out door and puts out wet mops around her door. she opens and slams her door super loudly and turns on the shower water like 5 times an afternoon and curses through the wall.

i feel bad but my uncle and sister don't want to be involved or help her since we live in a ghetto.

and her bf/husband is a pimp i think . idk what to do.

btw her bf isn't over there often and when he is they usually argue.

Have you ever spoken to the woman (not in a complaining way)? I live in the country so I'm not gonna be a very good judge but that woman needs so help. If you talk to her when the bf isn't around in a more friendly manner you may beable to talk to about the noise in a reasonable way. I've never met the woman or child so it's hard to judge, if you want a better understanding of the child read the curious insident of the dog in the night it gives a great insight into the autistic mind.

I wouldn't talk to anyone if I were you just mine your own business or move out.
