No he is the fastest. He can not do much damage compared to hashirama. Plus hashirama beat kurama and survived while minato did not

the first hokage was the srongest hashirama senju;. madara states it him self, that the only person that could ever defeat him would be hashirama. and madara is extremely strong out of any ones league even the kyuubis. hashirama was also able to control kjuubis at there full power.

theres no need to discuss about it hashirama was always the strongest. every hokage acknowledges his power to be far superior then theres. take it from madara who told the five kages that they were nothing against them that the only person that could take him head on would be hashirama and that they were a joke in comparison.
