So, I thought about making a tier list based on feats AND hype and story wise power. Of course, you are free to discuss about what you think. I will try to make this as organized as possible!!!

Explanation of Levels

Supreme Level - The highest Level of power
Legend Level - Level of power that surpasses that of Warlord level.
Warlord Level - Level of power that is clearly greater than that of an ordinary Kage
Kage Level - Level comparable to that of an ordinary Kage
Potential Kage Level - Level comparable to that of a person who is easily stronger than ordinary Jonin yet is not strong enough to be Kage
Jonin Level - Level comparable to that of a Jonin
Chunin Level - Level comparable to that of a Chunin
Genin Level - Level comparable to that of a Genin
Academy Level - Level comparable to that of well trained or somewhat superhuman
Civilian Level - Level comparable to that of ordinary untrained or somewhat trained human
Sub-Civilian Level - Level comparable to that of those who cannot or hardly complete everyday tasks

At first there will be very few characters. Than you will be able to suggest characters and their ranking.

How characters are ranked. Making an accurate Tier list is quite hard, even more if there are no common criteria. If you wish to point out that someone should be higher, here are some of the rules/guides.

Since this Tier list is still in the process of being made, ignore the rules below.

RULES
---------------------------------------------------------------------
-This Tier list can be changed and improved, including rules.
-Sub-civilian Level is the lowest category one can be placed in.
-Most will be immediately placed in the category they belong in.
-Character cannot be in a certain category, unless he/she can defeat everyone from lower category.
-Character cannot move to higher category, unless he/she is capable of defeating the weakest character in that higher category.
-Character can be ranked better than some character that would defeat him but there must be justified reason (such as other character not being strong enough to beat many below mentioned character and only winning because of a strong advantage that plays greater role than usually)
-Any categories above that of a Kage Level must have lower or equal number of fighters compared to category below.
-Abilities, beliefs, actions taken in Manga and such that does not increase or decrease chances of winning in a one on one matches does not matter.
There is an exception. If two characters are of equal power but one is more efficient overall (in team battle, or if given preparation time,...), that one will be placed higher.
-Abiding by these rules is preffered but not always necessary. Sometimes, consensus can be reached through discussion. For minor change or change that would increase quality of this tier list, rules that would limit such action can be ignored for that specific change.

As a title put
NOTL: Person A vs Person B
or
Person A vs Person B
is just as good.

As the starting description use this.

Feats and Hype are both fully allowed to use.
Starting distance: 20 meters
Knowledge: Knowledge they have in Manga
State of mind: In character
Location: Konoha Crater
Time of the day: Noon. Sunny.
No preparation time.

Yes, but this includes hype as well. And things are slightly different. Tsunade cannot be above Jiraiya just because she has better healing techniques!!!

Its an nice idea but this wouldnt differ that much from the current one , the only thing that would change is the swordmen , featless hokage and jonin would be a little higher.

Well, there are some other differences. The other tier list uses low tier, mid tier, high tier and Kage tier.

That way, both Baby Sasuke and Iruka are in the same tier. So, I use more categories and at the same time name of the categories are more relatable in terms of rank. I use Genin Level, Chunin Level, Jonin level and such. Just by saying low tier, you don't really get the idea what is Genin Level and what is lower or higher. I try to make that more clear.

By making more categories I try to indicate power gap, which perhaps is less notable in other Tier list because there is less categories.

Of course, the other tier list is entirely feat based, so it is only natural it uses different methods.

I am just saying that I consider both are different enough to be treated separately!!!

Kabuto with edo tensei should be in the top tier since he has Madara who is already in that tier.

If we're including hype then Rock Lee should definatly be in Jonin tier

Where should he be? Jonin level with, or without gates?!!

I think with gates he's definently of Jonin level as (Imo) in gates he is equal or even better then Neji
Oh and Kakashi should be in potential kage tier

I added Kakashi as Potential Kage level. Though he would've become Hokage if Tsunade didn't wake up. He also should be capable of defeating some Kage!!!
We'll see about that!!!

Rock Lee didn't do much during Part 2 (excluding recent events), so I will put him there with 5 gates opened!!!
