No, the only way to have one is to receive one--the entire act is one that is passive in nature. In fact, the harder you strive for it, the less likely you are to ever be given one, much like moderator status.

That all may be hard to understand for some people, but the breakdown would actually complicate matters:

People awarded the distinction of MotM can get one, and people of rarity MAY get one. The option is not something to count to on.

Yes they do but if they change that to a Generic Avatar then the Custom Avatar goes away.
