It could be Aokiji (Kuzan). Afterall, Oda did said, prior to the revelation that Akainu and Aokiji had fought, something big between the Marines had happened and he wanted to draw it. He might use Aokiji to start a flashback and tell how their fight went.

that tone of voice seemed more like Aokiji actually
but the shape of the shadow...kinda looked like mihawk's sword

The biggest thing that makes me consider Mihawk is that it seems like a raft and it does look quite like him. That line really does seem more Aokiji though. Not to say I couldn't see Mihawk falling asleep on his raft. I just don't really see him as the type to say it aloud.

mihawk does tend to take naps and drift.

That's what I was thinking, but he could be by himself. By the way, I zoomed in on it. The part that looks like Mihawk's blade looks more like part of a boat when seen close up.

I believe Sabo was stated as dead. It doesn't look like Mihawk. Zoro's dad seems baseless. Blackbeard is skeptical.

my first thought was Mihawk because of the sword and clothes...and also he likes to take naps and travels on his own....
however the tone is reminiscence of Aokiji....and it is likely that he overslept too

but where is his bike! Also he has a tall built and his clothes are different...unless he is changed all that to stay hidden or something. He is also more likely to have knowledge of punk hazard etc being in the marine....
or it could be a new character...? Sabo can't be excluded completely because he was saved by Dragon...but it's unlikely ....
Also...isn't it time for Dragon to finally meet Luffy!!!
