"Ahem." I say, walking into the room with the chatter. "That's enough. I've come to a conclusion in my time away. I'm announcing the Dai Matō Enbu, the Grand Magic Games of X823. Hosted officially, of course, by the Magic Council. Not only will this allow for the guilds all over Fiore to come together to compete, but also it shall determine who will get spots among the Ten Wizard Saints. Because of this, I am also allowing Dark Guilds to participate, although, they shall still have to abide by the rules of the tournament. And for the duration of the tournament, all attempts of the apprehension and destruction of these Dark Guilds will be seen as an act of aggression against the council. The winner, as well as the runner up, shall be deemed worthy and appointed a position among the Ten Wizard Saints. Also, there is not a single mage or wizard who is prohibited to enter. Including guild masters. Any questions?" I take my seat, staring at the people within the room.
