You are right OP, he won't become Hokage. Shikamaru will, and Naruto will be the Super Kage of the Alliance.
I noticed in a filler ages ago where Kakashi and Guy were having their competitions. Guy was mentioning to Lee that he was jealous of Kakashi going to be Hokage. Then in his Guy way stated that he'll train and become even higher that than Hokage.....then stopped for a second and went "hmmm...what's higher than Hokage I wonder?" Whatever it is, Mr Naruto will get it =)

Hah, Sakura will be. She's been plotting since she heard Naruto wanted to become Hokage. Her being useless is just ruse to get Naruto and K-11 killed along with Madara and Tobi, a threat to her and the place she wants to rule over. She is the true definition of a kunoichi.
