If it's "incurable" how are we saving them?

I'd want to save Akamaru, but saving Kiba would be more beneficial to Konoha. As pointed out, Kiba can get a new dog partner. Dogs also live less longer than humans and Kiba probably understands he may have to go through more than one canine partner. ~~If he doesn't, he should learn to accept~~

Biased me = Akamaru
Sensible me = Kiba > sense of smell better than a nin-hound's, can get a new partner and can use some techniques without his dog
