The only Eeveelution that would make sense before any others would be a Dragon-type Eevee. All of Eevee's evolutions have been types that were previously ruled by the Special stat before Gen IV. Dragon is the only type not covered so far. After that would be a Normal-type evolution.

Though it still creates the problem of what stat it would be dominant (since Glaceon got the short end of the stick by sharing Special Attack with Espeon, but with a crapier spread with the other stats) and it would probably stuffer from a terribly limited movepool like most of them.
