Azula wins, by Zuko's own admission.

I'm not underestimating him I'm calling it like I see it, while Azula was calm of mind and Zuko had found his new path, he still couldn't measure up to Azula and only even did halfway decent while he was fighting with other people. example when he fought her alongside Saka (hope I spelled that right) he did decent but they still weren't on her level.

He ask Katara to come with him because he assumed she would be in her usual calm and confident state and he even admitted that he couldn't beat Azula all on his own and only even considered facing her alone once he saw that her mind was slipping.

So from what I can see from these alone I can safely say if she hadn't had a mental breakdown and if she were calm of mind and confident like she usually is then no Zuko would not have won and on his own he would have had no chance at winning.

Azula and Zuko fought rather evenly in "The Southern Raiders", and Zuko's lightning redirection negates Azula's advantage of using lightning. It really could go either way.
