Now, I would have to say Naruto. Let me give my side.
I personally think that this is the HST Lineup.
1's. Naruto AND Bleach 2. One Piece.

When I started One Piece I started at the beginning of Volume two, for some odd reason, so I have not found out how Luffy recruits Zoro. Anyway, right now, I have gotten into the middle of the Arlong Arc. I'd have to say One Piece is OK, but not necessarily the best. It's alright, but pirates just aren't my thing, and I don't seem to like the way Oda draws. Sanji's awesome, though, I have to admit.
I just don't see how it rose to fame, claiming a total sales of more than Naruto and Bleach (there's a sales chart somewhere, but I don't know where) considering... the artwork...? I can't find anything to say bad about it that could reflect upon everyone who hates it. Gah. You can't turn me over!!! I'll never pecome a One Piece fanboy! Neverrrrrrrrrrr! *runs off*

Early One Piece isn't that great. Early on, I honestly preferred Naruto and Bleach over One Piece, mainly because OP was at its lows early and Naruto and Bleach were at their primes near the beginning.

Later, OP is much higher quality than Naruto or Bleach will ever be. Arabasta, Skypiea, Water 7, and Marineford Arcs are all more entertaining and interesting than anything from Naruto or Bleach.

The art is weird at first but it's not nearly so bad.

Naruto & bleach didnt have the best art when the series started off either.
& Pirates are Foreign the japanese Just like how Ninjas & Shinigamis are to America.
Hints to why those Okay series(Naruto) & the very Bad series (Bleach) are so big in America

Side Note (Don't think I'm attacking anyone)
Its Funny How i got my friend to read Naruto He caught up with it like 2 weeks ago & now he is reading One Piece easily made it 100 chapters in and is still going strong. But you so called anime in manga fans even some claiming to be critics will quite simply because of its theme.
I think Ninjas till this day are still cooler then Pirates but that didn't stop me from reading one piece

The only thing Naruto is better at than One Piece, is in the opening. Naruto starts better. One Piece is BY FAR, greater than Naruto in every other way imaginable. I don't hate Naruto, so don't get me wrong on that. But, One Piece is just epic in a sandwich, and I love sandwiches.

Just because you call a series overrated doesn't mean you have to hate it.

One Piece is one of my favorite manga but its still overrated despite what I say.

And 20th Century Boys is another one of my favorite manga, but this series on the other hand is very underrated with only a few dedicated fans.

I know i am very late to answer this XD..but here's what i think

i'm gonna compare the overall one piece with naruto (season 1 only cuz i dislike shippuden) MAINLY.
NOTE: i have watched AND read all episodes/chapters of the whole series.

Anyway, here'e the factors as to how i'll rate the two.

1) Plot: One Piece=Naruto. I'm not talking about the storyline. I'm basically talking about the setting. I respect both Kishimoto AND Oda's creativity immensely. Naruto's hokage and shinobi world thing requires a lot of thinking..which kishi has succeeded in. i really appreciate the manga and how he sequences it. As for Oda, the whole pirates thing gives me the thrills..ad man! isn't it epic!! Ingenious Plot! (but i must say that i thought of the gaining powers by eating something long before commencing one piece..but it isn't just about devial fruits XD)
2. Storyline : Clearly One Piece rocks here. Naruto was absolutely awesome till the chunin exams (better even till the zabuza arc), but then the storyline was ruptured and it became quite boring :P . One Piece progresses smoothely, and there's nothing ironical about anything.. (except something i have been wondering..if buggy and shanks were in gold roger's crew..shouldn't they know about one piece's location and it's identity..?? answers anyone?). And of course, naruto was greatly ruined in shippuden due to the sasuke side story..

3. Epicness: One Piece wins again! There's absloutely nothing that can compare with the awesome scenes..!! But there are a few certain scenes from Naruto that DO take the lead at times. Remember the first episode of naruto when he makes the shadow clones and protects iruka? and during the zabuza arc when zabuza bashes straight into the line of ninjas..also the entry of naruto in the same arc (knucklehead hyperactive one XD)..then there's the part when naruto saves sakura in shippuden and also wen he enters d great shinobi war in sage mode..!!
4. Fights: Yet again, One Piece. But i must say i hated one piece for the first saga..and i loved naruto then. However, with the progression of the two anime/manga..naruto's graph keeps falling but the graph of one piece leaps ahead all the time!
5. soundtracks : no doubt, Naruto! The music gives me the thrills!! it's just too awesome! only bleach and fairy tail can compare to the awesome music (and K Anime 2012 too).
6. Characters : I must say that the character development in Naruto Shippuden is awesome! (except sasuke). But One Piece was always the awesomer. Sanji, Zoro, Law, Luffy, shanks..!! everything in OP is just too EPIC!
7. Strength : Mostly, One Piece defeats Naurto characters. Sorry, not mostly..obviously.!!
8. Humour : i read something in this discussion about naruto being funnier than one piece. Seriously man?! u have a really sick sense of humour.. :P :P
9. Nothing else then..but the violence.. : One Piece yet again

10. Conclusion? : One Piece beats the crap out of naruto! But naruto IS awesome still! (REALLY SORRY FOR MAKING YOU READ SO MUCH..IF YOU DID READ THIS :P
