It'd be nice if exactly which state of Ichigo is known.
SS Arc Ichigo: He gets stomped. Base Hallibel will win but with moderate difficulty.
HM Arc Ichigo (with his 1st mask): Released Hallibel still stomps, but base will face high difficulty.
FKT Arc Ichigo (with his 2nd mask): I'd
give Ichigo the win here, but it's gonna be a close fight against her released state.

Dangai Ichigo: Flicks his sword at Hallibel's general direction.

Ichigo beats her, if he has access to Final Getsuga means it's Dangai Ichigo, and he doesn't even need to Bankai to beat her

Current Ichigo rapes.

Anime feats means he has more to use against her whilst she has less. Unless Tier had more feats in the anime. I didin't pay attention to it but in any case Ichigo should be able to one hit her like Aizen did.

Like everyone said current Ichigo is much stronger than he was during the Hueco Mundo and Fake Karakura Arc, thanks to Fullbring (because we all know Ichigo doesn't actually train he just waits until he encounters a new opponent so he can steal their powers). Ichigo defeated the Quincy who roflstomped Halibel's fraccion even though they looked like they'd gotten stronger. That same Quincy also managed to capture Halibel while taking over Hueco Mundo. So yeah Ichigo has this in the bag.
