Tobi-Has Rinnegan and Sharingan. Very skilled in almost every aspect.

Itachi-Mangekyou Sharingan(Amaterasu,Tsukuyomi,Susanoo) and Speed/taijutsu

Konan-A technique powerful enough to nearly kill madara and she is also very skilled.

Orochimaru-One of the Legendary Sannin, Summoning Technique: Impure World Resurection, Third and Even Kakashi feared his power.

Kisame-Seven Swordsman wielder of Samehada and can absorb chakra.

Kakuzu-Lightning, Earth, Fire, and Wind Style Techniques

Deidara-Very Inteligient in close combat and in far range using explosives.

Hidan-Greatest Advantage is Immortality yet skilled in Taijutsu

If it is all feats then Tobi can summon Kurama and a better version of Gedo-Maze! Also it can survive any attack from Pain at least once! Not to mention he can phase though any attack.

-Konan spams paper from the sky (hidan can do nothing about it)

-EVEN ZETSU BEATS HIDAN!!! Zetsu can fight from long range and use the root system! Or Zetsu can secretly use spores to drain his chakra!

Konan is not winning this!! How would she mangae to kill him 3 times (unless she had prep)
-Kakazu could use his hearts to fly and use a lighting and wind combo! Konan is not that strong. (konan is not that fast in the air and is pretty weak)
-How does Konan react to a barrage of SHARKS!! SHe can not destory them all by herself! THer is not enough paper! It would be hard to hit a swimming Kisame anyway
-Oro uses Manda... that is all Oro can hide in it from the bombs! Oro can ffuse with the earth and Konan does not have enough chakra to stay in the air forever( honestly Oro can use EDO TENSI!!! FOr cryting out loud! Or genjutsu his but to next week!)

this guy is not even stronger than Kisame! Eart style is the only thing that could beat water style yet we have not seen any powerful earth ninjutsu! How do the hearts keep up with 1,000 sharks or even WATER SHARK BOMB?
-Oro is just as immortal as kakazu! Idk I say Oro wins cuz of all of his summonigs and jinjutsu

There are so many points..
- Watch the Sasori battle again if you think he's weak, he went suicide against his two major weaknesses, and Chiyo is Sannin level.
- Rasenshuriken was a ridiculous way to kill Kakuzu
- Black Zetsu is powerful and his white half is practically a zombie appocolypse. Even with only a few clones he was able to weaken the Kages with those spores.
- Kisame is very powerful, works directly under "Madara" and seems to be one of the elites of the Akatsuki. He's even called the tailless tailed beast. But he still isn't that powerful to take on a Sannin or a higher tier Akatsuki.
- The Hidan is weakest thing is getting old now. He only seemed that weak because he was with Kakuzu, plus he is a good fighter who could surely spill most peoples blood.
-Deidara.. just as you would think of Kisame he has very powerful techniques but can not match up to an elite like Sasori, just as Deidara stated that Sasori is much more powerful.

You guys are looking for BURST damage which can nuke anything like Kisame or Deidara. Sasori and Orochimaru were the "deadly duo", they did not have explosive damage of any kind but you can still die just as easily.. Do you know how hard it is to avoid poison!? It can't be stopped like a bomb by convenient lightning jutsus that's for sure. I'm tired of people who think BOOM BOOM BOOM can NUKE a whole village!! Uchiha fanboys who believe that Itachi can defeat Pain. Members are as powerful as Kishi claimed them to be, it's as simple as that.

[Nixu Hyuga]

1. Tobi - Intangibility allows him to evade "almost" any attack. He has sharingan and rinnegan. He also has his own dimension.

2. Pain - Rinnegan Paths offer a varied set of jutsu in addition to all of his non-rinnegan jutsu. He is very versatile.

Note: The reason he is above Itachi is that he has a wider range of abilities and can fight on multiple battlefronts at the same time with summonings and Paths.

3. Itachi - One of the most gifted members; he is very intelligent and analytical. He has a great offense and defense due to his Mangekyo Sharingan. He is arguably the best genjutsu user in the series.

Note: The reason he is above Orochimaru is his mastery of genjutsu, totsuka blade, and yata mirror. Not many can defend against the first two, and yata mirror can nullify any ninjutsu involving chakra natures.

4. Orochimaru - He can use an immortality jutsu, curse seals, and edo tensei. He is extremely difficult to beat conventionally. He has Manda, giant snakes, White Snake mode (his blood in this mode has paralyzing properties), and Hydra snake mode. Notably, he was powerful enough to have hundreds of followers and could increase their abilites with curse seals.

5. Deidara - He has one of the best offenses with C4/ C3/ C2 Dragon and landmines combo, and his versatile C1 bombs. One of the few ninja in the series that can fight from the air out of range of his opponents.

6. Sasori - He developed human puppets and created many great puppets that both he and ninja of the hidden sand now employ. Poison is in most cases a death sentence. Due to his puppet body, he is immune to poison, disease, Jashin ritual, drowning, C4, etc. He has the iron sand which is a versatile weapon.

7. Kisame - He has Samehada which gives him a great counter to ninjutsu, and it can refill his already tailed beast size chakra pool. Water Dome jutsu and Great Shark Bomb jutsu are difficult to counter under most circumstances.

8. Kakuzu - He can use all 5 basic chakra natures (water was only used in the anime.) Earth style armor and 5 hearts make him hard to kill. Because of his wide range of chakra natures, he can appropriately counter his opponent's jutsu with its weakness. He is very good with taijutsu and his wires can be used for surprise attacks.

9. Konan - She is semi-intangible due to her paper ninjutsu. She is one of the few ninja capable of flight, and paper clones infused with paper bombs make for a nasty surprise.

Note: Paper Person of God jutsu can only be used if she has prep, so that is why she can't be put higher.

10. Zetsu - Most of his techniques are used for support, but his skills make him very versatile. His spore jutsu and mayfly jutsu are especially useful.

11. Hidan - Jashin Ritual is not common knowledge, so many can be caught off guard. He has a form of immortality that can protect him from most injuries.

Numbers 5-8 were the most difficult to rank because they are, in my opinion, roughly at the same level of power. I based my choices for 5-8 on who I thought had the most difficult to counter offensive abilities. I believe C4 and poison put Deidara and Sasori respectively a head of Kisame and Kakuzu even though the latter two are better defensively.

Another problem with ascertaining the strongest is that I don't believe we've seen the full power or potential of some of these characters. For example, we haven't seen what Kakuzu's earth and water masks can do offensively or what other puppets Sasori might have.

I agree that we haven't seen a lot of their potential. However we have definitely seen Dediara's full potential for example.. I think Sasori should be above Deidara because even Deidara said he was the strongest of the two, and Orochimaru needed Kabuto and a surprise attack to take him down. Kakuzu should also be one of the highest because without the rasenshuriken he wouldn't have died. There were about 10 people facing Kakuzu including Yamato and Kakashi yet they stood no chance.

itachi is pretty boss. even orochimaru was scared of him. i think him and nagato/pain were pretty evenly matched. tobi/obito is the wild card. i'm not quite sure what he can do other than his teleportation jutsu.
