I honestly always considered One Piece to be moving slower in the anime than it actually is, especially in fights. The reason would be because One Piece characters move quickly. So, instead of showing people flying around the entire time, the slow the speed so you can really tell which each character is doing. Whereas Bleach characters Soru speed is largely highly than their normal speed. Perhaps, I'm wrong on that, but I don't feel that One Piece is visually accurate with speed.

all animes do that, thats why we dont use the non canon animes for speed

Yeah. I think it was because the animation in SA arc was so top notch that showing an instant explosion from the beam would be a little out of place. In the manga, the explosions are instant, which is why I think it's a better representation.

He's not always speed of light, but he is when he travels. Whitebeard has been able to keep up with him while he was moving, if I recall correctly.

Whitebeard can't he used precog to react to him but that does not mean his reaction time is light speed or ftl

that just means he does what guys like Spiderman and Iron Fist do..
