Why haven't they made this yet?

Ok so I thought of a Naruto game idea a long time ago and I thought that a game like this might exist by now. It's pretty much a free roam Naruto game that has a branching story line (or possibly a never ending one. If it is never ending you would probably just continuously receive missions and perform tasks.). Ok so the idea is that in the beginning you make your own character (no you don't play as Naruto) and then in the ninja academy you perform your graduation test (a series of questions calculating your strengths, weaknesses, village, and blood line traits if any) and then you begin playing. You would then be assigned a squad of characters (looks and skills would probably be randomly generated) and you would begin missions. You would be able to develop your skills through training and learn new techniques and abilities. I also think that having a system that measures how much your squad likes and respects you should exist within the game. You would also be able to go through the village either helping people, or even attacking them. Attacking villagers would cause ninja police or even tracker ninja to chase you which could be troublesome but who doesn't enjoy a little chase now and then. You would also be given the choice to become a rogue ninja. This would allow you to join the Akatsuki or even Orochimaru (which ever you choose) and if a specific member of your squad likes you enough, they might come with you. When playing as a rogue ninja, you would be able to make your own squad out of the ninja that come with you from your own village and any other ninja you encounter who's trust you gain. Tracker ninja would always be after you if you are a rogue ninja to add realism so this means that you should always be on guard because you never know when they might randomly attack you. As you can see, this would be a very in depth game and possibly a game that would be rated higher on the ESRB scale than most Naruto games but lets face it, we Naruto fans are getting older and we want something a little more "grown up". I personally am 19 so I feel like it's time for the Naruto series to mature with me.

After watching some box sets of Naruto, I thought of a few more details the game could have. Certain specifics like poison and herb mastery or sword mastery should be included. There should also be things like a chunin exam and a jonin exam and reaching these higher levels should have perks like being able to perform more advance missions and even leading a squad. It might even be a good idea to add the ability to reach the rank of anbu black ops or even become "kage" of an entire village. I've been trying to think of a good story to put into it but I've only really been able to give it a time period. I was thinking it should be set after Naruto's death. Probably 10 years or more after he dies. I'm not sure what else I might come up with. Anybody else got any ideas?

Response to thread title: Because Bethesda doesn't care about making a Naruto game. Hell, they probably don't even know what it is.

I'll be honest with ya: It's very unlikely that a A-Grade developer studio like BioWare, RockSteady Studios, or Naughty Dog Studios is going to ever create a videogame based off of an anime/manga series. The truth hurts, unfortunately.

A Naruto RPG made by Bethesda, now that would be something great, but sadly it will never happen.

The only way it would ever happen is if Naruto in the future somehow becomes irrelevant (which doesn't really happen to popular Anime/Mange series) and they were to get the rights to it like they did with Fallout.

An Elder Scrolls style Naruto game would be fun though.

To be honest, I thought Storm 1 would be kinda like that when they had only a few pics and a teaser trailer of the game. Even though I am pleased with the way the Storm series turned out, I WOULD like to see a game like that. Pretty good idea, man. A lot more fleshed out than my early interpretation like 5 years ago
