I've used dual wielding in nearly every single one of my fights. The only ones off the top of my head that I can remember not doing it was when I fought in one of the wars using an extra long katana and when I fought Jun most recently using the multiple bodies, which each had their own weapon.

But yes, dual wield and ribbons have always been Dev.
