Not true. Hitmonlee can start with an attack that does, say, about 40% damage. Counter would then do 80% back to Hitmonlee. Then Hitmonlee follows with an attack that does 60+% damage and wins. Counter will only help Hitmonchan if Hitmonlee uses an attack that does more than 50% damage, but competitive players know all about that, so that's where the mind games come in. Do you use counter and hope they use something like close combat, or do you think they'll use a weaker attack and make your counter worthless?

Or if you think Hitmonchan will use counter then you can just not attack at all, and use that turn to use a non-damaging move, which opens up a whole new realm of play for this battle.

That only really helps if Hitmonlee uses Hi Jump Kick, otherwise you're better off with Close Combat. Of course you don't know whether or not Hitmonlee will use Hi Jump Kick, so it's back to figuring out what your opponent is going to do.

If we go by manga standards, Lee has extendo-legs and enough strength to hold a reletively good amount of weight. Chan can't fight that distance game.

Counter isn't banned, and there's more than one type of competition; you might see them occasionally depending on what tier you're playing in (probably RU or at most UU for these two).

Hitmonlee is probably better overall for competitive play, but in a one-on-one match it's hard to find two other pokemon as evenly matched at these two. Again, the creators of the game have had like 15 years to balance them as perfectly as possible. In this match, it will always come down to the trainers themselves, not the actual pokemon.

You do have to remember that Lee has much more range, and Chan's only real ranged attack, being the anime rendering of "mach punch", isn't effective. Chan's biggest weakness is he is confined to such a small space of attack. True, in most fighting pokemon tournaments he would possibly hold a small advantage because they are taking place inside of a small ring, however in as much open space as they are given in this scenario, Chan has literally no way to clear the distance when Lee's Legs and arms have been feated to stretch at LEAST 20 ft or more.

Hitmonlee, because in Pokemon Adventures, Bruno's Hitmonlee can kick for far distances. No matter how far Hitmonchan is away from it, the kick will never fail Hitmonlee. Plus Hitmonlee is just awesome.

I obssesively spend time on the Serebii pokedex and participate in competetive battling. Lee beats Chan, always has, always will. Hi Jump Kick is just too OP, especially with items allowed. Only way the Chan could win is Counter, but Lee could do the same just as easily, counterspamming should be disregarded because it leads to a cycle debate.
