Tobirama did about as much bad as he did good. He was a good Hokage, but compared to the other Hokage he wasn't anything to write home about.

Hashirama was the best Hokage. He founded Konoha, he gave the different villages unique Bijuu to equal power between countries and create peace. He fended off Madara Uchiha during his reign and left Konoha unharmed for many years afterwards as a result. Besides that, he was by far the strongest Hokage, and one of the strongest characters in the manga.

Minato doesn't compare to Hashirama, but he was still a great Hokage.

well actually contrary to what most people say i think that the third is the best hokage. He served the longest as a hokage. Was hailed as Shinobi no Kami(God of shinobi). Also called the proffessor for knowing nearly every jutsu in konoha. And idk but somewhere in the story they say hiruzen was the strongest hokage to ever live. Which could be pretty plausible because he similtainiously fought and nearly defeated 3 kage lvl ninja.(orochimaru, 1st and 2nd hokage). Plus the 4th hokage wasnt in office that long before he died sealing the kyuubi.

2nd only has water style and HORRIBLE edo tensi it is not even as good as Oro's

Tsunade has monsterous strenght
Amazing healing abilities
DID WAY more for the Leaf
improved the medical unit
