And being strong isnt all... Shikamaru was clearly not the strongest during the chunin exams, but still he was the only one who became a chunin. And he did beat an akatsuki memer, if you remember!!!

I know intelligence also plays a part of this. A jonin must demonstrate balanced stats.

Shikamaru has been Chunin longer, so I think he should be one of the first to get to that rank. As for having to get Chunin before Jonin, might not be so, since, we never saw Neji become Chunin, yet when we see him again, he's Jonin level..Same with Temari and Kankuro, we saw none of them become Chunin yet by the time it came back around to them, they were all at that level..

I would say Shino. He has the strength and intellect.

Shikamaru is just lazy and doesn't want to do the work. He could have become a jonin already if he wanted too.

Shikamaru. His intelligence would be most useful as Jonin, not to mention he has more experience in leading squads and such. While Naruto would be my second guess... he's not a Chuunin yet so it's kind of a moot point.

Doesnt matter, half the jonin in the series are useless after the time skip. It's a title which lost a lot when the akatsuki showed up
