Gyarados has type advantage since it's resistent against steel and immune to ground, but steelix is weak to water. Plus, I think Gyarados has better destructive feats from the anime.

I'd hope most do. That said, don't know how a line of steel boulders or a bunch of floating magnets are supposed to breathe.

On a side note, Gyarados. Game wise, they could both take each other down in a couple turns or so, Gyarados using Hydro Pump and Steelix using Thunder Fang. So it would ultimately come down to speed, in which case Gyarados is faster. This is of course barring any stat reductions or ailments.

Yeah. It was right after the SS Anne sank wasn't it? And then they all... somehow ended up on an island of oversized robotic pokemon as a result of being tossed away by Gyarados's twister.

Gyarados are Flying,Water types so its nature they can Learn moves like Twister.

Gyarados hands down.

Better feats in anime, crushes Steelix in competetive battling metagame. (I know this from personal experience, I've used both against each other before, Steelix can't win unless it's playing against a monumental idiot.
