I see it more as an expression that means "I [Tobi] was the one who set up the circumstances that lead Nagato to awakening his Rinnegan". Think of it as Tobi brainwashed or told misinformation to the Konoha shinobi that killed Nagato's parents. Thus, Tobi set it all up and "gave" the Rinnegan to Nagato.

I don' think that's the case. Because if you read again the chapter 559, the REAL Madara seemed to know Nagato like they met and base on his reaction, he was like not expecting to be revived by the Edo Tensei, it seems like he was expecting Nagato to revive him or something. So i think Tobi just knew that the REAL Madara did something about Nagato having Rinnegan and told Konan that he was the one who gave the rinnegan to Nagato since he claims himself to be Madara.

1. Tobi is not after peace as he is claiming now that he wants peace by using Moon Eye plan.
2. "I did it on a whim". This is just like Saukse says to Naruto in the very first episode. He said "I merely spared your life on a whim...........thats why on my whim you will loose your life"
