Don't exactly see why Shikamaru can just trap Neji in a shadow. They start too far away for Neji to do anything of use to stop that. THe battlefield gives Shikamaru pleny of shadows to extend his reach indefinitely.

Neji has never shown any use for prep and has never shown in distance speed feats, only his fists and reflexes are fast.

Shikamaru traps Neji in a shadow and then walks Neji to drown in the lake.

I don't see why Suckamaru can just trap Neji in a shadow either.

He isn't stupid enough to allow it if he uses those good reflexes to dodge any attempts.

I'm told that all ninjas are at least 200 mph (evidently the minimum for being faster than the eye can see). At that speed it takes less than a third of a second to cross a mere 90 feet. Neji pokes Suckamaru in the face. Suckamaru's brain explodes. Or something to that general effect.

Of course, I'm also told Neji is somewhat supersonic (761). Idunno whether that's true (doubt it honestly) but supposing it is, it would take a twelfth of a second to cross 90 feet.

Is Shikamaru fast enough to do anything in a twelfth of a second? I doubt it. How about a third of a second? Still doubt it.

Neji has never shown such footspeed. He can't hit a shdow. Or multiple shadows as were used against Hidan.

Whatever, Shikamaru can retreat at the same speed; there is no evidience one is faster than the other. Remember if Neji touches Shikamaru he is trapped in a shadow too. See Hidan.

If Neji blindly runs directly at Shikamaru he is trapped. Then Walking. Lake. Drowning

Edit: That does no good. Shikamaru doesn't need ot touch Neji, only his shadow. Remember it is only chakra eminating from his skin.

As for Neji's foot speed:

You ever seen Shikamaru run away from a fight? Course not. He'll just keep trying and failing to catch Neji with them shadows and in 1 twelfth of a second, he dies.

In any event, I don't want to waste the time arguing in circles over this. Let's just assume for the sake of convenience that I'm right.

Neji has the complete advantage at short range, and Shikamaru won't have the ability to flee away from Neji's line of sight. Shikamaru's shadow techniques that can be used at distance could cause some difficulty, but I believe Neji would emerge victorious.

Neji. Shikamaru can't do much by himself, and since Neji's a close range fighter and Shikamaru won't have prep time for any sort of traps, all he needs to do is make sure he doesn't get caught by the shadows and finish Shika off.
