Maybe now when Sasuke has EMS he will reach the final stage of Sharingan (Rinnegan) but im wondering if madara or tobi has Rinnegan then they can use the resurection jutsu like Nagato.

Turning off and switching between Sharingan and MS are different.
Danzo had knowledge about the Sharingan.

He had Sharingan in his arm.
MS (which already includes Sharingan) in his RIGHT EYE.

Meaning he knew about using a normal Sharingan and MS.

Nagato never possessed any other Dojutsu besides the Rinnegan therefore he didn't use any Sharingan Jutsu.

You should understand that they aren't FACTS, obviously I have assumptions.

I didnt say turning off... I said SWITCHING = TOGGLING

You didnt explain it properly.. Are you trying to say that Danzo learned how to switch between 3 tomoe sharringan and MS because Danzo had Normal Sharringan transplanted on his arm and MS transplanted on his right eye socket?

Rikudou Sage is right,Danzou had Mangekyou in his eye socket and normal Sharingan on his arm.
Ms was used for Kotoamatsukami and arm Sharingan for Izanagi.
