Shizuka from episode 235. She gets all her anime moves and so does Tenten!!!

If memory serves,Shizuka had to be up close,Tenten can take it long distance so if Tenten can make it a Long distance battle,Tenten has it....if not Shizuka does...

but answering the question,id say Tenten

Shizuka just seems to be a watered down version of Tenten with wind style. Her only useful attack to blow away Tenten's weapons is a whirlwind, but Tenten can counter it with a fire dragon.

Now, I have no idea how good she is at taijutsu, but judging from her wind style attacks, she might get a chance if she draws close to Tenten.
