i deleted like 2000 messages and it still says 100% full
Is this punishment for all my infractions or is something wrong with my account?

Sent Items also count to your Mailbox size, delete some messages in there too. An infraction is not the cause of this as far as I'm aware of.

What Wooster said. Based on how many infraction points you have, you'll lose various privileges on the forum. In regards to PM's, the more infraction points you have, the fewer PM's you'll be able to store and the fewer people you'll be able to PM at once.
