The reason this confusion is happening is because Hiruzen was in the serious before everyone went "super sayin". If Hiruzen some how shows up now he would be powerful then his previous state because the power-scaling has gone up. I'm not saying its bad writing or anything its just what happens to every magna or comic book that has to do with fighting.
