And for quite a while Ichigo hasn't killed anyone but monsters.

Until now.

Ichigo killed Ginjo who is a human.

The question is...Did Ichigo MURDER Ginjo?

Yes. Ichigo blindly fulfills his duties. He never really seeks the other side's grievances out. Ginjo was dutifully murdered to protect Soul Society from his righteous indignation.
