They aren't part of the same storyline so it wouldn't be part 3. They don't have anything to do with each other, other than being set in the same universe. All to do with that Fabula Nova Crystallis thing.

also apparently what i heard from ign the story will continue in DLC sometime down the line which sucks we paid 60 bucks for the game and they want us to pay more for dlc

As much as I agree with your point on DLC, this is adding an entire new campaign to the story, which means this game is hopefully going to have a crapton of replay value

I would assume up to 10$
Minor stuff will be 3$(Lightning Monster, Omega, etc.)

No. Then they would have to start the game from scratch. They also have a completely different team working on it. It has no relation to XIII.

It's part of the Fabula Nova Crystallis series, which is the lore that FFXIII is based around, so it is all basically XIII including type-0(which was originally supposed to be Agito XIII)

I'm sure I would be able to handle it with a sentinal, but sometimes provoke doesn't always work, and I want to keep noel for attacking(Even though my new Chichu has more than enough attack to make it happen)
I may try and get a metal Gigantuar, but that is a pain in the arse to encounter and fight

Gigantaur isn't that great. Except for the gimmicky fun of fighting alongside a 50 foot magical cactus man.

If you want to get the DLC just to have Lightning and Amodar in your party, just remember their crystals have a 7% drop rate
