Vash has country level destructive capacity don't he? he is faster than kakashi based on his bullet timing feats and would likely get first shot... granted if kamui tags him in the head, he won't be getting up from that...

I'd probably put them about equal in terms of speed or kakashi having an edge due to being able to keep with pain and gated gai. And that's only with Angel arm(which is restricted) he has super destructive capacity. Also sharingan is restricted so kakashi will need another way.
