In all the ones I've played, the Nova Strike was the stronger move. If I remember right, he only had Hadouken in the first X game and even then it was a secret upgrade.

What about any others? E.X.E. has a lot of program advances, and Starforce Megaman has SFBB/LFBB/NFBBs.
