Why is he the only one with those "god eyes of his" and not anyone else. (juss started ready the manga so .... yeah lol)

The only one else who had these eyes called Rinnegan was The Sage of the Six Paths who brought peace to the whole world.
Pain/Nagato has the same eyes so Jiraya thought he is some sorta reincarnation of the Sage destined to bring peace.
However Nagato wanted to bring peace the wrong way.
Im sure Kishimoto just wanted to show how much alike but also at the sime different they are.

they believed he was the reincarnation of the sage of the six paths who made all ninjutsu and he was believed to bring peace to the world so that was "pains" mission but he had a warped idea of peace.
