I'd say Sanji. The fact that he can kick hard enough to break the neck of a Pacifista(who are supposed to be harder than steel) with one kick means that Lucci's tekkai would do nothing for him and he would get destroyed.

I'd have to go with Sanji too.
We'll more than likely see a time skip Lucci in the future, but for now, Sanji's Diable Jambe bypasses Lucci's defenses.

Pre Time Skip Luffy managed to barely beat Lucci. At the end of the Sabaody Archipelago, that same boy plus his 8 crewmates had great difficulty with the Pacifista, together. After the Time Skip, not only can that boy beat a Pacifista with ease, but so can Zoro and Sanji.
Pre Time Skip Luffy > Pre Time Skip Lucci Pre Time Skip Luffy > Pre Time Skip Sanji Post Time Skip Sanji > Pre Time Skip Luffy So, mathematically, when one thing is greater than or equal to another, anything greater than that is also greater than the first thing. Therefore, Post Time Skip Sanji > Pre Time Skip Lucci
