Zoro.
Sanji isn't faster than what Zoro can handle from what I know. Zoro and his swords are strong enough to cut through an entire Pacifista cleanly. Blocking Sanji shouldn't be a problem.

Even though Sanji is my favorite One Piece character, Zoro definitely has him beat in a fight. Sanji can easily handle most swordsmen because he is way faster than them, but Zoro is faster than him and also outskills most every swordsman in the world excluding Hawk-Eye Mihawk.
