I think base Bee can't take this, most probably it will end in a draw. However, if Bee goes into his initial chakra cloak mode he might just take it with the extra speed and strength.

Just like Sora said Kimi is a beast at resisting attacks, so I think even if Bee is in initial chakra cloak mode, it still would be pretty hard

A sure win would maybe be assured if Bee went into 6 tail form of his chakra cloak.

Oh alright you got me there

The thing is though Killer Bee has speed and unpredictability, and his mastery of Raiton has been noted by Kisame. He isn't restricted to his base form either but I don;t think he needs much more than that to win, unless Kimimaro goes CS2 and uses the bone forest, which he won't start out with.
