He's under Genjutsu before the tentacle even sprouts out of the ground, before he even puts his arm out to block the shurikens, while Itachi is still falling.

Tobi matched his speed and reacted to a Kunai throw in the process.

The Kyuubi is his only feature, and Itachi appearing behind Bee with ease clearly equals or in my opinion surpasses that.

as i said , he cant use it in the start of the battle because their is no indication of them starting with eye contact .

and minato is to fast for him to catch him in genjutsu

and using minato battle as guide to prove he will look at every opponent eyes is kinda stupid , i can say itachi will start the battle with tajutsu battle like what he did vs kakashi , and vs naruto , and vs sasuke part 1 , and minato puts tags on him then blitzing ftw .

Not at all, Itachi has knowledge on how strong Minato is. He won't hesitate to capture him in Genjutsu.

His speed is irrelevant, Itachi captured Bee in Genjutsu before his shurikens reached Bee, and he was less than 5 meters from him when he casted the Jutsu.

Minato has no reason not to look directly at Itachi while blitzing.

He was put under Genjutsu when they made eye contact.

Chapter 254 page 13, you see two drawings of their eyes, this is where the Genjutsu happens.

Why? They don't make eye contact at any point after that.

Itachi is also extremely fast, and it doesn't matter, Minato will look at him before porting, he has no knowledge, and he'll try to blitz anyway.

You're pulling that out as an excuse?

Itachi is battling the 4th Hokage, I'm pretty sure he'll try for Genjutsu first.
