I know. That is why I specifically mentioned Toad Oil Bullet. It immobilizes her and causes her to go up like a candle when Jiraiya attacks from range.

How much can it immobilize someone? Konan was made of paper, so she stuck to herself.

Either way, she can fully regenerate after getting oiled and burnt to a crisp, the oil won't stay, and it's a lot easier for her to find an opening in between his attacks because unlike Jiraiya, all Roy had to do was snap his fingers.

The easiest way Jiraiya could win, is using Wild Lions Mane and restricting her over and over again, but I still think this is a pretty close match given Lust regeneration. and the fact that Jiraiya likes titties
