You need to get every other akatsuki member excluding him and Kakuzu, as well as th other possible characters for the moment.
Then you need 30% of missions with the akatsuki members, and buy hin or Kakuzu for 30.000 ryu in the shop

to unlock bando you need to save up your ryo to 70,000. when you go back to the shop after that he will say something and then jump up and he will be unlocked. As for ANBU kakashi you need to have 70% of misssions completed for each person then get the correct amount of ryo. Hope this helped!

You should try finishing story mode. That will unlock characters such as deidara, sasori, and some others.
