I go up a tier and Menos gets owned... Lets see if Chiyo and it can have an interesting battle

I'd say Menos takes it, a Menos could probably crush Chiyo's ten puppets and take out Chiyo with a Cero.

Imo you'd have to go a bit higher to beat Menos, but not a lot higher or it gets stomped.
