Sasori's Iron Sand Needles are too fast. Kankuro can't dodge them and he has no way to block them. As long as Sasori attacks with that he'll win. Of course, Sasori can win other ways as well.

There are also ways Kankuro can win, though. Kankuro's Scorpion puppet does have a kunai-launching mechanism that attacks with a barrage of kunai with bombs attached. If Sasori doesn't use the Iron Sand, the barrage is likely to blast through the Thousand Hands Manipulation and destroy the Third Kazekage puppet. Once the puppet is destroyed, Sasori can't fight effectively against Kankuro.

Kankuro may win due to being shown a greater tactician than Sasori, but since we don't know whether or not he ever truly knew Sasori could use the Third Kazekage, his lack of knowledge should hinder his ability to trick Sasori or prepare for his attacks.

Kankuro could possibly attempt to draw Sasori into an offensive strategy with his Iron Sand while leaving himself wide open, at which point Kankuro would attack Sasori directly using Scorpion's harpoon. The only thing about it is that Sasori has full knowledge of Scorpion's tricks because he is the Scorpion.

I'd have to consider it more.

Kankuro should know what the Third Kazekage looks like, so by recognizing him he can conclude Sasori can have the puppet use the Iron Sand. In that case, Kankuro could bait Sasori into using the Iron Sand in a purely offensive way and trick him into leaving himself open in the process. Once that happens, Kankuro will feint, pretending to use Scorpion's flamethrower or another ability of his to go after the Third Kazekage when instead he'll be attacking Sasori directly. With enough time, Sasori can lose sight of the fact that his opponent will be focusing strategically on killing him rather than destroying the puppet, and as long as Sasori doesn't grow impatient and use one of his more destructive moves, Kankuro can take advantage and use deceit to ultimately finish Sasori. It's a tricky tactic, though, and pulling it off would be difficult, but Kankuro's precision and skill with the manipulation of chakra strings outmatches Sasori's, even if his puppets do not, so in the long run I would say Kankuro can manage it.

Saying Kankuro would win may be contrary to the popular concensus, but the popular concensus in a group debating on a hypothetical battle is generally that the guy who uses the biggest move first is gonna win. Sasori doesn't attack full force at the beginning of his fights, and as a matter of fact, no one does, because you can't give away a trump card when you don't know yourself whether or not it will work. In fact, since Sasori has knowledge of all of the Scorpion's abilities, he may be arrogant enough to believe that he has no need to go strong in order to defeat Kankuro and may simply toy with Kankuro, giving Kankuro the opportunity to set him up and leave himself wide open.

If Sasori could distact him with Iron Sand attacks and prep World Order it hands down goes to Sasori.

Also his puppet skills in close combat outmatch Kankuro's the only reason he lost in the Manga was because Kankuro had all his puppets as well as help.

I also think that Sasori has more tricks up his sleeve than Kankuro does with his puppet, and I haven't seen a lot from Kankuro to convince me he's super skillfull with Sasori Puppet.

Kankuro hasn't shown much with Sasori's body. He managed to hold off Shin, but missed with Sasori's flamethower while Sasori himself was restriced to strictly use Shin for taijutsu. Kankuro can't even use his other puppets so there shouldn't be any surprise attacks like he did with Black Ant during the 4th War.

The main ability of Sasori's body was the unrestricted number of chakra strings. Thus, Kankuro is limited to a flamethrower, limited flight, a chakra shield, and presumably his coiled spike. Iron Sand should be able to block Kankuro's kunai bombs similar to Gaara's sand.

Sasori can easily shoot out Iron Sand bullets, requiring Kankuro to block it with a chakra shield. While he does, Sasori is able to restrict it's movements with the remnants of Iron Sand like he did to the Mother and Father puppets. This allows ample time for World Order.

sasori has way better control over puppets than kanuro and iron sand as well as the 3rd's hidden weapons should be able to overwhelm kankuro with ease

Just wanted to add that Kankuro's kunai-bomb attack wouldn't even work. Chiyo stated that metal weapons wouldn't be useful as Sasori can just use the Third's magnetic force to nullify it.
