Kakashi could defenitely be hokage, but does he want to? If you really don;t want to be hokage and have to do it, you probably won't do the best job.

In my opinion Kakashi would be an okay Hokage, but do they really need someone that is usually absent and/or late as there Hokage? Not really in my opinion, but yes he does have sufficient skill to be the Hokage, I suppose.
