Sai. His creations are made of ink, and they can last for a long or short period of time. Deidara's creations are strictly short term.

it shoud be Sai , deidra is over rated.. and dead,, but anyway i would love if sai had like some kind of ultimate beast painting that he had been working on for years... then colors it in with the eight tails octopus ink... making its chakra more than triple... would be awesomeness

Deidara because he can make hundreds of detailed sculptures in seconds and then proceed to blow them up. Explosives are an art form when used the way Deidara uses them.
