It is strong but not the strongest.

EG: NEO from Digimon could solo for actually destroying and creating a Universe.
Then there is Victorygreymon who defeated it.
Not even mentioning ZeedMilleniummon.

Anyway:
Strongest is Marvel due to countless Universal-Multiversal Threats as well as a true Omnipotent with TOAA or Demonbane due to having a Universal+ sized Mecha capable of Spamming Versions of itself with infinite Possibilities and Impossibilities as well as killing Nyar (A Being with Infinite Lives) over 2 Million Times just by looking at him.

Other's who can defeat Pokemon:
Tenchi Muyo.
Noein.
Slayers.
Earthbound.
Serial Experiments Lain.
Defense Devil.
DC.
Image.
Shin Megami Tensei.

Just to name very few.

I am just wondering about the newer legendaries though, how would you power scale palkia who has power over time or dialga who has similar hacked powers over space?

Never mind Palkia and Dialga controlling Time and Space.
And Arceus easily overpowering them.

In the Manga Arceus Power was used by Team Rocket and created perfect copies of the 3 Sinnoh Dragons.

And I hope DBZ part is a Joke as it's actually around Mid Tier in Fiction.

Pokemon is eh...

Depends on what you take it by.
By game standards, they can tech. fissure TOAA and one-shot it. Add in insta-blitz from extremespeed, mach punch, etc.

Otherwise, not really. Time, space, and mind rape tend to beat out a few verses but I dont think any of them best 616 Juggernaut.

DBZ is overrated with hypersonic speeds, etc. Only thing they have is strength, but they'd get blitzed by quite a few verses.

If you include DBZ GT, it goes way up there pretty high along with Broly.
It would be high tier I estimate.

Anyway no Pokemonverse is not the strongest.

But who knows it is even hinted Arceus might have been created. Since it came out of an egg.
