Byakugan will stop Suigetsu from blitzing.

We can't really tell if his chakra points can be blocked when he's been turned into water.

Byakugan isn't Sharingan :/ It might stop sneak attacks but not blitz if it's possible.

It would still let Neji know where Suigetsu is. It gives him a 360 field of vision. Suigetsu won't have a chance to blitz.

Pretty sure the area would dry suigetsu out leaving him vulnerable. Neji can also keep it mid range with air palms.

Sugeitsu would get tired and lazy and Neji takes out the chakra points tha make him stay liquid
