You just need to be able to edit your profile. Go on the user control panel, edit profile, then go to the background section. You can only use pictures from your user image albums to put it as your profile bg.

Under your friends list, there is an album list. Look there and you'll be able to figure it out yourself.

In order to have a custom background on your profile, you must have an album consisting of pics of course.

To earn the right to have an album to upload pics, you must have:
50 posts or 250 reputation points.
