Actually all attacks work on the cellular level. It just depends how powerful and how it works. Regardless, anyone with city block durability could not be killed, at the most seriously injured.

There are only a few characters in fiction with the vision to even see that type of attack.

LOL NO. It's simply an attack that works on the cellular level like every other physical attack, its just smaller.

You don't need the durability of Supes, considering it can only take out a building.

Big whoop. Seriously, the Naruto-verse isn't THAT impressive on the grand scale of things. Kishi isn't trying to make Naruto have the biggest bang. He's attempting to keep things in perspective for the world he created. Fact is, the biggest single threat he's lead on in the entire series are the Bijuu (and their Chakra Blasts). Even the Jinchuurki aren't that big a threat considering pairs of "elite" shinobi captured 7 outta 9. The rest of the universe are ranked lower than that.

Named characters seriously consist of no more than a fraction of a percent of actual Shinobi's during this war right now, and named characters in Naruto have a special place in the universe. I'd be shocked if you could name 100 characters in Naruto who are considered above fodder in the sense of just being named.

Do tell me how he blitzes them all simultaneously. There are alot of ninjas who can use water ninjutsu and it doesn't really take much time (or any really).. It's not a one-on-one so unless Luffy can blitz them all at the same time it's not going to happen... In addition I think it'd be fairly easy for someone such as Itachi to cast a genjutsu on him. You say he can just blitz but to blitz he has to know where they are i.e. he has to look at them. He looks at Itachi and he's in a genjutsu. Something else, you say he can blitz them all before they use their jutsu, tell me how he knows exactly who can use water ninjutsu..
