I hate that. Depends on who the teacher is though. Different teacher, different methods. Some do that, in an attempt to make the class antagonize the trouble makers, or that's how I see it personally.
Other teachers are fair (by a student's perspective) by punishing the trouble makers alone.
Nothing good comes out of both ways though. Sometimes, the trouble makers are just so beyond repair, that they have to be expelled out of the school.
