Scenario 1: Jiraiya starts in base form.

Anyway, scenario one he stops at Pain, Scenario two at Naruto.
The only who can beat him after that are Juubi, Rikudou, maybe Kyuubi, basically that.

Since there's so little, I mean Pain, Naruto, then the OP'd characters that are obviously stronger, Rikudou, Juubi.
So yes, without knowledge, Jiraiya can't beat Pain or Naruto.
With knowledge, Jiraiya can't beat Naruto.

How does A get pass any boss summons, SotU, Ultimate Rasengan, etc? Well obviously he can't, but still.

If A can break Susano'o he can hurt a boss summon. SOTU should be a matter of shunshining out of the way. Plus his armor is very hard to get past seeing as it's actual armor. A is also very good at tanking. Also if he was fighting A it would be an up close fight.

Just keep in mind, Swamp of the underworld takes a very large area of space and can be done very quick.

Drugged Jiraiya still managed to conjure up enough chakra and large chakra control to summon Gamabunta, and summon a swamp that was big enough to sink a boss summon in an instant, which was even commented on as a small swamp. And armor won't help against Ultimate Rasengan which A still can't survive. It was an incomplete Susano'o and only cracked a rib, it's not that he can hurt him it's the fact he can survive fighting them or survive being crushed by one. And it's also like saying Jiraiya couldn't do the same and it's an insanely impressive feat.

Jiraiya isn't going to get to use it since A will get up close and personal before it's used. The only way I see A losing is frog song. If he can't get it off A is going to win with extreme difficulty.

Except you haven't countered A tanking Ultimate Rasengan which won't happen, and I'll assume you meant SotU when you said he won't get to use it. Either way, it takes two handseals for SotU and about five for summoning(which either takes literally less than a second, Jiraiya was in the middle of Kebari Senbon and Animal summoned a Panda on the dot to tank it, I mean even Kebari Senbon easily rapes A, extremely thick powerful needles that can be fired near limitlessly at extreme massive speeds, literally instantly, that pierced solid stone and went halfway through and can you imagine it piercing a body, honestly, Chidori pierced Raiton Armor while these things have a lot more pierce potential than that.

It has such a wide range and is so powerful and fast, it's hard not to say Kebari Senbon finishes it, and that's that.

Anyway point being, Jiraiya uses Kuchiyose and summons Gamabunta, Gamaken, Gamahiro, even all three, whatever. They jump, and crush A. Yada yada, A's dead.

Or Jiraiya makes two handseals, A can't shunshin out of the way because even if he sees it coming, he's instantly caught and can't react no matter what anyway.

You're really saying A is gonna get "up close and personal" before Jiraiya can do anything, I mean really, getting "up close and personal" with him is one thing but Jiraiya would absolutely rape him in the taijutsu department so it doesn't matter.

I don't remember the exact pages, so here:
377 Page 1 or around there. Note the distance between Jiraiya and Pain, alright? Behind him is a huge building. 377 Page 10(the reason for the large jump in pages is because he used deep fryer and whatnot), he jumps up on the wall, extremely high you can even tell, now he's even further back on the building I said about, and the Pain are way down there.

Literally, in NO TIME AT ALL Jiraiya's upon the Pain with Ultimate Rasengan already formed.
And Oodama Rasengan, and even Minato's REGULAR rasengan made effing DBZ Style craters in the ground, can you imagine that one?

Not to mention their entire fight while it's already obvious it's impossible to beat Pain with just Taijutsu, at least no one in the manga thus far can do it, they share their vision, he soloed three bodies and was doing extremely well with just taijutsu.

And 378 page 2/3, insane speed feat and you can't even see where he entered the pipes at all. Plenty other speed feats like Human using a shunshin and Jiraiya reacting to him with ease and kicking him sending him flying(which nothing has even been sent that far before in the manga especially that fast unless you mean Jiraiya's finger poke or his punch to the insanely heavy and powerful boss summon or anything else he's done like crossing the distance between him and Preta for Ultimate Rasengan, you know, unlike Tsunade who's punch only knocked Orochimaru back, and Jiraiya sent a BOSS SUMMON FLYING), and the sheer force of his kick burned his eyes off completely, just saying.

And catching Human in SotU while fighting the three bodies before he even hit the ceiling and the time he did he was caught, you know, just saying.

And the fact that there's practically no way for A to get "up close and personal" before a boss summon crushes him, is summoned, then crushes him, he gets SotU'd, he gets SotU'd then crushed, gets UR'd, gets SotU'd THEN UR'd, I mean honestly.

And even if A did get "Up close and personal," he'd get raped pretty badly, but it's not like he will since Jiraiya is that much faster and stronger in about every single way.

For some reason, in base, I don't see him getting passed Itacho, but in SM, He gets to Deva.

Who's Itacho?
SotU takes him out easily.
SM Jiraiya can take Deva easily too, before he can do much. Ultimate Rasengan finishes him off, bunshin feint, plus ST can be resisted, definitely if UR clashes with it.
